For several days, UCPN Maoist led by Pushpakamal Dahal, CPN-Maoist led by Mohan Vaidya, Madheshi and small communal parties have been launching one after another bandh everyday in different parts of the country.
Eastern Nepal has been suffering from the prolonged bandh for several days. Businessmen and the general public are suffering from such bandhs, and now they have started to come down to the streets to counter the bandh organizers. In different places, people have disobeyed the bandh and in different places, direct encounters have taken place between the bandh organisors and the people disobeying such bandhs.
On Tuesday, Kathmandu Valley witnessed a bandh. The entire tarai districts also witnessed a bandh on the same day with the purpose of halting all kinds of transportation in the East-West Highway.
The bandh organizers do not have similar demands. The CPN-Maoist is organizing phase-wise nationwide bandhs demanding immediate dissolution of the CA and organizing a roundtable conference to write a constitution. The UCPNM is organizing bandhs demanding identity-based federal structure and writing a constitution through consensus. The Tarai based parties are organizing bandhs with the demand of including the entire tarai areas in madhesh provinces with the right of self determination. Similarly, other communal parties are organizing bandhs with the demand of declaration of their areas as communal provinces.
The interim constitution has empowered the then eight parties to remain above the constitution and through this, a syndicate system has been introduced in politics.
When the meetings of the three political parties plus the Madheshi front failed to develop consensus on constitution writing, the NC and UML decided to go for a constitutional process to endorse the constitution through a two-thirds majority. This act of the ruling parties has agitated the UCPN Maoist and the Madheshi leaders. They have jointly organized nationwide bandh and they are trying to heat up the streets to launch a decisive agitation.

Lawlessness has been witnessed in “loktantra” as if this is a game to be played without a rule and without a referee. The interim constitution has empowered the then eight parties to remain above the constitution and through this, a syndicate system has been introduced in politics. The decisions made by the leaders of the political parties were made a part of the constitution. The political parties first of all introduced the politics of rejection. The supreme leaders of the major parties became powerful which made them autocratic.
In fact, the disputed issues could be resolved through a referendum. This is a democratic practice established all over the world. But those who are involved in the politics of rejection, started to make important decisions by sitting in a room. The people elected 601-members in the CA have become functionless. They are used just during the time of head counting. The political leaders with vested foreign and personal interests are trying to impose their agendas in the name of “people’s supremacy”. It is odd to know that they are afraid to take the disputed issues to the general public.
Unfortunately, the leaders are not taking this issue to the people. Rather, the political leaders are pushing the people towards conflict.
In fact, the syndicate of the supreme leaders of major political parties in the first CA imposed secular republic without taking the people’s consent. This issue is still a subject to be endorsed through a referendum. On the issue of federal states also, the proper way could be a referendum in which the people could directly participate and choose what they have had wished. Unfortunately, the leaders are not taking this issue to the people. Rather, the political leaders are pushing the people towards conflict.
